Yu Guangzhou, Director-General of the General Administration of Customs Visits Zhongneng Polysilicon

On the afternoon of July 14, Yu Guangzhou, Director-General of the General Administration of Customs visited Xuzhou in the company of Li Xueyong, Governor of Jiangsu Province, Mao Weiming, Secretary General of Jiangsu Provincial Government, Cao Xinping, Secretary of Xuzhou Municipal Party Committee, Li Duokuan, Director of Nanjing Customs, Yao Xing, Director of Xuzhou Customs, Zhu Gongshan, Board Chairman of GCL Group, Shu Hua, Executive President of GCL-Poly and Jiang Wenwu, General Manager of Zhongneng Polysilicon to conduct a survey on how to maintain stable and fast economic development in the transformation and upgrading and made an on-the-spot investigation of Jiangsu Zhongneng Polysilicon Technology Development Co. Ltd.

Director-General Yu Guangzhou spoke highly of the successful practice of Zhongneng Polysilicon to “lower cost and further enhance market shares and competitiveness through innovations”. He said, though faced with great pressure in export and import, Zhongneng Polysilicon and other enterprises had done their utmost to make innovations and promote the acceleration of the market and product structure adjustments. The General Administration of Customs would strengthen its support of the development of the green and environment-friendly new material and energy industry and carefully study the suggestions of the enterprises to put into practice structural tax reduction and other macropolicies to help PV enterprises through the “severe winter” of the industry. Director-General Yu hoped that GCL-Poly could give play to its core advantages in technology, R&D, system and mechanism innovations and hold the lead in the industry around the world.

Board Chairman Zhu Gongshan reported in detail to the Director-General Yu Guangzhou and Governor Li Xueyong the progress of GCL-Poly in the development of polysilicon and other hi-tech materials and proposed for the support of financial and taxation policies for the export of silicon materials needed in the development of emerging industries under the global competition. He also hoped that efforts could be made to turn down and resist the flow of shoddy and poor-quality polysilicon wastes into our country and crack down on polysilicon dumping abroad through rigorous technical or trade measures to rectify and regulate the market order.

[Background Information] Yu Guangzhou, born in January 1953 in Funing County, Jiangsu Province; now is the Director-General and Secretary of Party Committee and Director-Customs of the General Administration of Customs, ever acted as the Deputy Director of Planned Economy Commission of Jiangsu Province, Deputy Secretary and Mayor of Wuxi Municipal Party Committee, Deputy Secretary General of Jiangsu Provincial Government, Deputy Secretary and Mayor of Xuzhou Municipal Party Committee, Vice-Governor of Jiangsu Province, Deputy Director of the State Development Planning Commission, Vice Minister of the Ministry of Commerce, Deputy Secretary of Party Committee, Vice-Secretary of the CPC Fujian Provincial Committee. He served as Director-General and Secretary of Party Committee of the General Administration of Customs since March, 2011. He was also Delegate to the 9th National People’s Congress and Delegate to the 17th National Congress of the Communist Party of China.
